2026R-11 A RESOLUTION AUTHORIZING THE CITY OF VERMILION TO PARTICIPATE IN THE LORAIN COUNTY URBAN COUNTY CDBG PROGRAM AND AUTHORIZING THE MAYOR TO EXECUTE THE HUD COOPERATION AGREEMENT.
WHEREAS, Title I of the Housing and Community Development Act of 1974, as amended, authorizes the CDBG Program; and
WHEREAS, Lorain County is seeking Urban County qualification for January 1, 2027, through December 31, 2029; and
WHEREAS, the City of Vermilion is an eligible Unit of General Locak Government; and
WHEREAS, the City of Vermilion is a municipal corporation whose corporate boundaries extend into both Lorain County and Erie County and is therefore considered a “split place” under the Urban County qualification procedures of the United States Department of Housing and Urban Development (“HUD”); and
WHEREAS, after consideration of the opportunities and obligations associated with participation in the Lorain County Urban County, the City Council desires to elect that the entire incorporated territory of the City of Vermilion be included in the Lorain County Urban County for the 2027-2029 qualification period January 1, 2027, through December 31, 2029.
NOW, THEREFORE, BE IT RESOLVED that the City of Vermilion hereby adopts the Lorain County Urban County CDBG Program.
SECTION 1: This Council hereby finds and determines that all formal actions relative to the adoption of this Resolution were taken in an open meeting of this Board; and that all deliberations of this Board and of its committees, if any, which resulted in formal action, were taken in meetings open to the public, in full compliance with applicable legal requirements, including Section 121.22 of the Revised Code.
SECTION 2: Pursuant to HUD’s Urban County Qualification procedures governing split places, the City of Vermilion hereby elects that its entire incorporated territory be included in the Lorain County Urban Count for the qualification period January 1, 2027 through December 31, 2029.
SECTION 3: The Mayor is authorized to execute the Cooperation Agreement and related documents.
SECTION 4: The Clerk shall transmit certified copies to Lorain County Community Development.
SECTION 5: This Resolution shall take effect according to law.
