2026-2 AN ORDINANCE CONFIRMING THE APPOINTMENT OF CHAD ANGNEY TO THE OFFICIAL POSITION OF DIRECTOR OF FINANCE OF THE CITY OF VERMILION, OHIO; EFFECTIVE MARCH 1, 2026; ESTABLISHING COMPENSATION FOR SAID POSITION AND DECLARING AN EMERGENCY.
WHEREAS, in order to fulfill Charter requirements and so as not to interrupt the functioning of local government, it is necessary to have a knowledgeable person fulfilling the duties of the Office of Finance Director,
WHEREAS, such appointee is willing to fulfill such position pursuant to Article V, Section Four of the Charter of the City of Vermilion
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Vermilion, Counties of Erie and Lorain, State of Ohio:
SECTION 1: That in accordance with the advice and consent of the Mayor, the appointment of Chad Angney as Director of Finance of the City of Vermilion is hereby accepted and approved by this City Council. That said Finance Director shall have all the duties and privileges of such office as are set forth in Article V, Section Four of the Charter of the City of Vermilion, Ohio and by the statutory rules of the State of Ohio. That said position is hereby established as a full-time position within the unclassified, non-competitive service of said City. The Finance Director shall be appointed by the Mayor with the approval of the City Council and shall serve at the pleasure of said Mayor. Said Finance Director, Chad Angney, shall be entitled to the same benefits accorded to all other non-classified regular full-time employees of the city.
SECTION 2: That the Director of Finance shall be paid $125,000.00 annually in accordance with the general payroll procedures of the Finance Department of the City of Vermilion.
SECTION 3: This Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Ordinance were taken in an open meeting of this Council and that all deliberations of this Council and of any committees that resulted in those formal actions were in meetings open to the public and in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.
SECTION 4: That this Ordinance is declared to be an emergency for the public peace, health, and safety of the city; the necessity for emergency is establishing duties and compensation for the Finance Director in order to maintain an efficient City Operation. Wherefore, this Ordinance shall take effect immediately upon its passage and approval of the mayor, providing it meets the statutory requirements for passage; otherwise, it shall take effect and be enforced from and after the earliest period allowed by law.
