2024-63 AN ORDINANCE AMENDING SECTIONS 1, 2, AND 3 OF ORDINANCE 2023-77 ADOPTED NOVEMBER 13, 2023 APPOINTING MELANIE WOOD TO THE POSITION OF ASSISTANT TO THE CLERK OF COUNCIL IN ACCORDANCE WITH SECTION 210.04 ENTITLED “CLERK OF COUNCIL; ASSISTANT TO CLERK” OF CHAPTER 210 ENTITLED “COUNCIL” OF THE CODIFIED ORDINANCES VERMILION, OHIO.
WHEREAS, the Vermilion City Council is desirous in amending Ordinance 2023-77 adopted November 13, 2023, and;
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Vermilion, Counties of Erie and Lorain, State of Ohio:
SECTION 1: That City Council hereby amends the appointment of Melanie Wood to serve as a full-time Assistant to the Clerk of Council to serve at the pleasure of the Vermilion Council beginning January 27, 2025. Full-time employment shall be eight (8) hours per day. The clerk shall be paid at a rate of $32.85 per hour. Melanie Wood shall begin this position starting with three weeks of vacation and shall resume her longevity benefits going into her sixth year of employment with the City of Vermilion. Any increase in salary must be presented to Vermilion City Council and approved by majority of members of City Council and made only upon written approval by the President of Council to the Finance Director. The Clerk shall be entitled to the same benefits accorded to all other non-classified regular full-time employees of the city. That continuing increases as prescribed by the increases granted to Local 860 Laborers International Union of North America are authorized herein.
SECTION 2: Furthermore, the Vermilion City Council hereby appoints Melanie Wood, Assistant to the Clerk of Council to the full-time position of Clerk of Council of the City of Vermilion, Ohio as of June 1, 2025, upon the retirement of Certified Municipal Clerk, Gwen Fisher, and she shall perform such duties as are stated fully in Article III, Section 8 of the City Charter, and Section 210.04 (a)(b) Clerk of Council; Assistant to Clerk. She shall perform such other duties as the City Council should require from time to time as may be reasonable and just. Said position shall be in the non-competitive, non-classified position and said appointee shall serve the members of City Council or until the time that she shall resign or otherwise may become disqualified.
Upon employment of full-time Clerk of Council, Melanie Wood shall become a member of the International Institute of Municipal Clerks, and any fees associated with membership shall be incurred by the city. She shall obtain her Certified Municipal Clerk (CMC) status within the first six (6) years of employment and all expenses including class fees, mileage, hotel, etc. shall be incurred by the city.
SECTION 3: This Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Ordinance were taken in an open meeting of this Council and that all deliberations of this Council and of any committees that resulted in those formal actions were in meetings open to the public in compliance with the law.
SECTION 4: Wherefore, this Ordinance shall take effect immediately upon its passage and approval of the mayor, providing it meets the statutory requirements for passage; otherwise, it shall take effect and be enforced from and after the earliest period allowed by law.
