2023R-20 COUNCIL'S SUPPORT IN EXPLORING WWWTP COOPERATIVE

2023R-20 A RESOLUTION EXPRESSING THE VERMILION CITY COUNCIL’S SUPPORT IN EXPLORING A COOPERATIVE REGIONAL 6119 SEWER DISTRICT KNOWN AS THE LORAIN COUNTY REGIONAL WATER RECLAMATION FACILITY (LCRWRF) AS IT WOULD PROVIDE COST SAVINGS, ENVIRONMENTAL BENEFITS, REDUCTION IN REGULATORY OVERSITE AS WELL AS THE REDUCTION OF WASTEWATER PLANTS ACROSS THE COUNTY.

WHEREAS, the Vermilion City Council does not dispute that a Regional 6119 Sewer District is a valid creature of statute, authorized by R.C. Chapter 6119, and

WHEREAS, supports the Sewer District’s ability to create a Regional 6119 Sewer District, and

WHEREAS, the Vermilion City Council agrees to explore a cooperative Regional 6119 Sewer District.

NOW, THEREFORE BE IT RESOLVED by the Council of the City of Vermilion, Counties of Erie and Lorain, State of Ohio:

SECTION 1:  That the Council of the City of Vermilion hereby declares its willingness in exploring a cooperative Regional 6119 Sewer District known as the Lorain Couty Regional Water Reclamation Facility (LCRWRF) as it would provide cost savings, environmental benefits, reduction in regulatory oversite as well as the reduction of wastewater plants across the county.

SECTION 2:  That the Mayor of the City of Vermilion, Ohio is hereby authorized and directed to execute said Resolution with the US EPA.

SECTION 3:  This Council finds and determines that all formal actions of this Council concerning and relating to the passage of this Resolution was taken in an open meeting of this Council and that all deliberations of this Council and of any committees that resulted in those formal actions were in meetings open to the public and in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.

SECTION 4: Wherefore, this Resolution shall take effect immediately upon its passage and approval of the mayor, providing it meets the statutory requirements for passage; otherwise, it shall take effect and be enforced from and after the earliest period allowed by law.
