NOTICE TO BIDDERS

Sealed bids will be received by the City of Vermilion (the City) until April 20, 2023 at 10:00 AM at Vermilion City Hall, 5511 Liberty Avenue, Vermilion, OH 44089 and will be opened and read publicly immediately thereafter, for the following project:

ERI-US 6-28.37 Pedestrian Improvements
Fed No. E 220(265)  PID No. 115721
Erie County, Ohio

In accordance with the Plans and Specifications prepared by Bramhall Engineering and Surveying Company this project involves installation of enhanced pedestrian crossings by installing curb bump-outs, High-Visibility crosswalks, signage, and Rectangular Rapid Flash Beacons at 6 intersections along U.S. 6 (Liberty Ave.) from Decatur St. to Exchange St. in the City of Vermilion. The work to be performed includes pavement and curb removal, new curb ramps and sidewalk, drainage, signing, pavement marking and RRFBs.   

Copies of the bidding documents and all addenda may be obtained at Bramhall Engineering & Surveying Company, 801 Moore Road, Avon, OH 44011 beginning March 30, 2023 at 9:00 AM and during regular business hours thereafter. Cost of Plans and Contract Documents are fifty dollars ($50.00). All checks are to be made payable to the City of Vermilion and are non-refundable.

The City of Vermilion is a governmental agency, exempt from any Local, State and Federal sales taxes.  There will be no Pre-Bid Meeting.  All questions by prospective bidders concerning this project shall be directed to the Vermilion City Engineer and must be submitted in writing to Chris Howard, P.E., CPESC at choward@bramhall-engineering.com.  At the City’s discretion, Pre-Bid questions submitted after April 14, 2023 may not be answered. 

Per “ODOT’s LPA Template (ODOT Spec Book and LPA Spec Book) Required Contract Provisions”, only ODOT pre-qualified contractors are eligible to submit bids for this project.

In addition to the City of Vermilion, The Ohio Department of Transportation (ODOT) shall be named as an obligee in the Bidder’s Performance and Payment Bond per ODOT’s LPA Template (ODOT Spec Book and LPA Spec Book) Required Contract Provisions.

Bids must be submitted on the Bid Form contained in the Contract Documents. If the City determines to award the contract, it will be awarded based on the lowest and best bid as determined at the discretion of the City. The City reserves the right to reject any and all bids and to waive any informalities or irregularities therein.  Federal Davis-Bacon Wage Rates are applicable to this project.  Bidders must comply with the most current Federal Davis-Bacon Wage Rates on public improvements in Lorain County as determined by the U. S Department of Labor.  Disadvantaged Business Enterprise Program Goal requirements are applicable for this project and have been set at a rate of 5% of the project cost.
