NOTICE TO BIDDERS
FOR THE CONSTRUCTION OF
MAIN STREET BEACH & PARK
AT THE
City of Vermilion
Vermilion, OH 44089
Notice is hereby given that the City of Vermilion will receive sealed proposals made in duplicate at City Hall, 5511 Liberty Avenue, Vermilion, Ohio, until 10:00 am on Thursday, March 9, 2023, to the attention of Tony Valerius, Service Director, at which time and place the proposals will be opened and publicly read for the Main Street Beach and Park renovation.
The Contract Documents (consisting of the Advertisement, the Proposal, the Agreement, and the Specifications) will be available digitally by the contacting Brian Stanley, Architect, Schmid Architects Inc. at 419-625-0009 ext. 14 or email; brian@SchmidArchitects.com. All Contract Document holders must be included on the Project Manual holders list at Schmid Architects. Project Manual will be available beginning at 10:00 am on Thursday, February 16, 2023. Submitted proposals that were not recorded on the Project Manual holders list shall be considered non-responsive.
The Bid Proposal must include the cost to perform all the work in accordance with the project specification requirements. Separate bids for portions of the project not listed on the BID form will NOT be accepted. Proposals are to be submitted in a sealed envelope, which has been plainly marked “Proposal for Main Street Beach & Park”. Proposals may be submitted via regular mail or by delivering the proposal to the Vermilion City Hall. Faxed or e-mailed proposals will not be accepted.
Each Proposal must be accompanied by a certified check or bid bond in an amount equal to ten percent (10%) of the total maximum proposal price made payable to the City of Vermilion for the Main Street Beach & Park as a guarantee that the proposal bidder will enter into an acceptable contract. In addition, a Performance Bond will be required to the contractor awarded the project. Award will be made to the lowest or best proposal bidder. Each bid must satisfy the requirements of the Ohio Revised Code Section 153.54 and Ohio Revised Code Sections 9.311(a) and 9.311(b). Each contractor shall complete a “Non-Collusion” Affidavit and include it with the bid.
The successful contractor will be required to execute an affidavit that they are not delinquent in the payment of personal property taxes at the time of the award of the contract.
The City of Vermilion reserves the right to reject any or all bids and to waive any irregularities in a bid, or to accept that bid which in the judgment of proper officials is to the best interest of the City.

The Owner reserves the right to waive any informality in the proposal, and to reject any and all proposals.
